     March 2014 Minutes

Madison City Disability Advocacy Board

Regular Monthly Board Meeting

 

Date:  March 11, 2014                                               Time:  6:00 pm                      

Location:  City Hall, Conference Room 130            Presiding:  Keith Bedsole, Chairperson                 Recorder:  Joni Haas

Board Members Present:  Keith Bedsole, Don Gardner, Joni Haas, Cynthia Allison, Gerald Clark, Paula Cushman, Kathy Burris

Board Members Absent: Claudia Rice, Jamie Hill, Tracy Butterfield

Guests Present:  none

 

Call to Order:  The Chairperson, Keith Bedsole, called the meeting to order and noted that a quorum was present.  It was noted that sufficient prior notice of the meeting was given, in accordance with the Alabama Open Meetings Act.

 

Announcements:  None

 

Public Comments:  None

 

Approval of Minutes: Keith Bedsole noted a quorum was present from the regular January 2014 meeting.  Paula Cushman made the motion that the minutes, previously distributed to the board, be approved.  Cynthia Allison seconded.  All board members present approved the motion; no opposition; one abstention. Motion carried.

 

Treasurer?s Report:  Don Gardner provided a copy of the Treasurer?s report to all board members present.  He reported a balance of $14,971.56, no changes from the previous month.

 

Committee Reports:

 

Accessibility: The MCDAB video entitled ?Think Before You Park?, produced and directed by students from James Clemens High School, has been distributed to Drivers Education Instructors statewide by the Alabama State Department of Education for them to incorporate into their Driver?s Education Programs.   This news was covered in the Madison Record and Don Gardner will continue to post it to social media for more visibility.

 

Day Services and Housing:  Cynthia Allison reported that the next community meeting is in the planning.  The committee wants to wait until all paperwork has been completed and filed before setting the date.  The plan for the meeting is to inform the community what MCDAB has planned  going forward and ask if there are any ideas/needs MCDAB can help address and announce that EPIC plans to provide services in the areas of day programs and housing.

 

Transportation:  None

 

US Space and Rocket Center Scholarship:  Final updates have been completed on the proposed USSRC Space Camp Scholarship and reviewed by the board.  Kathy Burris motioned that the $1000 proposed scholarship for the USSRC Space Camp be approved, Cynthia Allison seconded.  All board members present approved the motion; no opposition; no abstention. Motion carried.

Annual Appropriation Request:  The Annual Appropriation Request highlighting the MCDAB accomplishments in 2013 and the proposed goals for 2014 was presented for approval.  Paula Cushman motioned that the Appropriation Request be submitted to the City Council for approval.  Katy Burris seconded. All board members present approved the motion; no opposition; no abstention. Motion carried.

 

Board Seat Expirations:  In the January meeting, Claudia Rice brought the expiration of  seven of the nine seats on the MCDAB board expiring in May to the attention of the board.  Gerald Clark agreed to contact the city attorney for a recommendation on how to resolve the issues.  Kelly Butler responded with a recommendation for adjusting the board expirations to expire at the end of the year instead of May and the revision to seat expirations.  The board agreed with the change of the seat expiration and the extension of the terms.  Don Gardner motioned that the recommendation be forwarded to the City Council for approval and amendment of the bylaws.  Cynthia Allison seconded.  All board members present approved the motion; no opposition; no abstention. Motion carried.

 

New Business:  Annual Easter Egg Hunt has been scheduled for April 18 at Palmer Park 6-6:30pm.  The gates will open at 5:30 for setup.  The Recreation Department has requested some funds to buy the stuffed animals for prizes.  Kathy Burris motioned to approve funds for the Easter Egg Hunt not to exceed $100.  Cynthia Allison seconded.  All board members present approved the motion; no opposition; no abstention. Motion carried.

Meeting Adjourned: Keith Bedsole made a motion to adjourn the meeting.  

 

Next meeting is April 8, 2014 at 6:00 p.m.at City Hall, Conference Room 130.
